
Executive Biography of Gerald J. Uttaro
Colonel Gerald J. Uttaro, USAF (Ret.), serves as a Board Member and consultant to WinTec Arrowmaker, Inc., a Department of Defense contractor supporting Air Force Special Operations Command, United States Special Operations Command, and the Defense Intelligence Agency. He also contributes to WinTec’s R&D contracts with Air Force and Army Research Laboratories.From 1996 to 2007, Colonel Uttaro served as Vice President of WinTec, overseeing corporate structure and business development, helping grow the company into a multi-million-dollar organization. His efforts supported R&D solutions for special operations and counter-terrorism missions. Prior to that, he worked as a senior program manager at E-Systems, managing classified missions for the Department of Defense, State Department, and national intelligence agencies.
During a distinguished 26-year Air Force career, Colonel Uttaro held various operational, command, and staff roles, amassing over 5,000 flight hours across multiple aircraft, including the MC-130, AC-130, and B-707. He played pivotal roles in classified R&D programs addressing operational deficiencies and was instrumental in developing groundbreaking tactics for special operations, such as blacked-out landings, NVG operations, and lights-out in-flight refueling.
Colonel Uttaro participated in Operation Eagle Claw, piloting an EC-130 aircraft during the hostage rescue mission in Iran, and led the aircrew for Operation Credible Sport, an R&D program to create an air vehicle capable of landing and taking off in a soccer stadium. His expertise continues to support WinTec's mission of advancing defense and aerospace innovation.
